Gaetano Pentassuglia, dopo avere individuato quattro differenti fasi della protezione giuridica internazionale delle minoranze, mette in luce la posizione assunta dalla tutela delle minoranze nel quadro della più generale tutela dei diritti umani e allo scopo di prevenire i conflitti a livello internazionale.
